is cbs3 "eyewitness news". >> right now at 10 o'clock, winds whipping in center city. a strong surf down the shore. we're tracking a big coastal storm moving through the area tonight. there is storm scan3. you can see the system is pushing up the coast right now. so, get ready. strong winds and heavy rains are here. i'm chris may. >> i'm jessica dean. we have a team of meteorologists covering this coastal storm. justin drabick is is in a very windy atlantic city. we will check in with him in just a moment. first meteorologist kathy orr in the cbs3 weather center. kathy what's the latest track for the storm. >> watching the system move up the eastern seaboard. a coastal storm spreading through south jersey and delaware. some of the heaviest rain off the coast of maryland moving towards the north-nor west and all of it will be spreading into the region during the early morning hours. the heaviest rain will be in time for the morning commute so terrible timing as far as commuting and driving are

concerned. thursday morning between 5:00 a.m. and 9:00 a.m. heavy rain, winds gust to go 30 miles an hour, reducing visibility on area roads in some of those heavier downpours. a slow travel morning with ponding on area roads and even the chance of some poor drainage flooding because of these downpours associated with our storm. as far as the rain amounts are concerned, it still looks like the heaviest amounts through south jersey and also heading down toward central and southern delaware. between one and 2-inches of rain even as you head towards the lehigh valley, at least a half inch to an inch of rain in some of these heavy downpours overnight. not just the rain but the wind will be an issue come tomorrow morning winds gusting near 30 miles an hour in philadelphia, 32 in wilmington. down the shore 30 miles an hour winds in wildwood and a possibility of seeing wind gusts up to 45 miles an hour in atlantic city. we're going to keep an eye on this storm as it continues to move toward the northeast with that heavy rain moving in through the early morning hours. meteorologist justin drabick is tracking things along the

coast tonight. he's in atlantic city. justin, i hear the wind. the storm has arrived. >> oh, that's right. first coastal storm of the season. here we go. and now, yes, we haven't seen a whole lot of rain but it's really the wind. all day long here in atlantic city. staying pretty good on the north end of atlantic city and it's just wide open inlet right there. we're feeling the brunt of the winds, gusts easy over 30 miles per hour. we're coming out of high ty. there's a lot of overwash on the sidewalk here and again that's continuing with that northeast wind. now we go earlier today and really the beach was deserted all day. not the best beach day. check it out. there was a lot of wind today, overcast skies. the sun tried to come out but at least it did stay dry for most of the day but a lot of people walking on the boardwalk. it was cool. you needed your jacket. and now we're just waiting on some rain. now, this evening the winds continue to pick up. we checked some of the marinas. they look to be in pretty good shape. all the boats seemed to be tied down. we were able to talk to a few

local residents and they seem not too concerned with the storm. >> we're not concerned. bill's the owner of the boat here, he's got it lashed down good. we got a whole crew here getting ready to celebrate a northeastern party here. >> kind of like that nor'easter party, that's good spirits. but in all seriousness this is a coastal storm so we have to watch the potential for some effects. impacts of the coast rainfall amounts could exceed 2-inches, potential for poor drainage flooding, winds gust to go 40 miles per hour or higher than that that could lead to minor tidal flooding. the next high tide is tomorrow morning. that's the concern. rehoboth beach delaware after 9 o'clock in the morning, we'll move up the new jersey coast, 8:47 in wildwood, 9:15 in strathmere and 8:44 in atlantic city. so, again, coastal flood advisory will be in effect for that high tide and back here live it's just a wind driven

mist right now coming off the ocean so pretty brutal for the rest of the night. that's the latest the answers. i'm meteorologist justin drabick. >> justin thank you. tonight is the night to download the cbsphilly weather app if you haven't done so already. you can use it to check radar, get alerts and send us your weather pictures. you can also send us your storm pictures through facebook and twitter. just use the hashtag cbs3 storm. >> well, new at 10 o'clock tonight a crime alert in philadelphia's chestnut hill neighborhood. right now police are searching for a man who went on a burglary spree hitting multiple homes and he took advantage of the cooler weather. our walt hunter has pictures of the suspect. >> reporter: police say for the serial burglar seen in these surveillance pictures, these are the windows of opportunity, the windows of several chestnut hill homes like these that he slipped into between 1:00 a.m. and 4:00 a.m. on monday, september 15th. >> it seems to us so far he's just an individual who is looking for a quick hit and then gets out of the house and

makes his escape quickly. >> reporter: lieutenant bob otto says the burglar wastes no time stealing easy to carry loot like laptops and purses. >> it's pretty scary. it's an invasion of privacy. it's a threat to the people who live in the house. >> reporter: police say the serial burglar appears to be taking advantage of the cooler weather targeting homes where windows are now opened or screens are still in place. >> that's nerve wracking, yeah just to be on alert all the time and you never know what's going to happen, it's just scary. >> reporter: while the burglar hasn't threatened or assaulted anyone, police are concerned about what could happen if he's confronted by a resident. >> any homeowners concerned about someone breaking into the house and obviously a concern about potential violence. >> reporter: until he's caught police advice to neighbors, keep the windows down and the alarm systems activated. >> you went to the trouble to put it in your home, so why not use it? >> reporter: with plenty of pictures and help from the

public, police hope catching this window burglar will soon be an open and shut case. in chestnut hill, walt hunter, "eyewitness news" on the cw philly. >> well, new at 10 o'clock tonight shots are fired at a police car. chopper three over lemon avenue and norcross lane in pemberton, burlington county. now, that bullet did hit the roof of the car but it did not penetrate its interior. there was an officer in the car. that officer was not injured. police are investigating. a 19-year-old is dead tonight after police say he was shot in the back of the neck in south philadelphia. this shooting happened in the 500 block of watkins street a little laughter 5 o'clock tonight. investigators say at least 29 shots were fired. two homes on the block were hit. police are now looking for two gunmen who left the scene in a white car with tinted windows. investigators believe this may have been an act of retral eighty six for -- tea rail

eighty six for an earlier shooting. >> katherine knott was suspended today from her job as an emergency room tech at lansdale hospital because of the charges in this case. but abington health says it's also investigating potential privacy violations concerning what she is accused of post on twitter. knot philip williams and kevin harrigan surrendered to police today. their attorneys all said these three were not the aggressors in the attack. >> with respect to my client, he was not the aggressor. he did not initiate anything and only became involved in the incident after one of the purported victims in the case punched one of the young girls in the face. >> a mutual fight is not telling your buddy hold his arms, we're going to take turns punching you in the face. >> one of the victims jaw was wired shut because of the fracture. >> a gun battle erupts outside of a philadelphia elementary school. tonight one person is dead, two others in the hospital. it started around 1 o'clock on

the corner of third and cambria streets in fairhill. police say that a man driving a car and a man on foot began firing shots at each other. the man in the car then lost control and wound up hitting an innocent bystander who was just crossing the street. three schools in the area were immediately locked down. >> we just all ran in the building. >> the driver of the car was pronounced dead at temple hospital. the conditions of the other shooter and the pedestrian were stable at last check. for the second time in as many weeks a pregnant woman and her unborn baby are killed by gunfire in philadelphia. nearly two dozen shots were fired near 20th and nedro in olney early this morning. police say the 25-year-old victim was eight months pregnant. a 26-year-old man was also shot and is in critical condition tonight. detectives are searching for a gunman and a motive. >> the man accused of can killing a pennsylvania state trooper was spotted in the

woods a day ago but state police say he was too far away to catch. police are searching for eric frein in the woods of rural monroe county. he's accused of ambushing two pennsylvania state troopers, killing one of them in blooming grove. investigator say they found empty packs of cigarettes and soiled diapers, evidence they say he has been hiding out. they believe he could be hold up in an abandoned property. >> we're requesting information on any vacant or seasonal homes in the area which may have been disturbed in some way. and by that i mean unlocked sheds, garage doors that aren't closed completely or seem to be ajar. >> police say there have been multiple sightings of frein. state police say nearly 1,000 officers have been involved in that search. >> well, falling fuel prices are certainly a sight drivers have waited some time to see. tonight we found people filling up for less than three dollars a gallon. lawnside new jersey. it's almost too hard to believe. >> reporter: that's what drivers are saying. we're along the white horse pike. the cost of a gallon is $2.97, across the street it's $2.99. drivers say they're not sure why but it's a welcome change. $2.97 for a gallon of gas has south jersey drivers doing a double take. >> caught my eye coming by. >> i'm shocked, yeah. it's about time. >> reporter: we found at least three stations on the white horse pike with prices under three dollars for a gallon of regular. the catch, you have to pay cash. but drivers are lining up gladly keeping pumps busy late into the evening. >> i'm excited and i hope it stays this way. >> i think this is magnificent. i think that it's a big change and i think that we should stay with it. i think that the economy deserves a break today. >> that it's two something, yes, it's crazy. >> reporter: gianna is a student and every cent counts. she's saving at least four dollars on this tank money she can use.

>> there's like under three dollars, i'm going get gas now >> reporter: prices have fallen by as much as 40 cents since their highest price over memorial day. it is cheaper than summer mixes and being that elections are around the corner that helps. we asked drivers if they could remember the last time they saw prices this low. >> quite awhile. >> it's been way too long. >> yeah. >> what's going on? >> reporter: what is going on, that is the question tonight. so, the average cost of a gallon is still about $3.40 in philadelphia and surrounding areas other than new jersey but aaa says they expect prices to drop even further, about 10 to 20 cents by the end of october. we're live in lawnside, new jersey tonight, i'm diana rocco for "eyewitness news" on the cw philly diana thanks. a bad situation for a former "jersey shore" star. why mike the situation sorentino is now facing some

>> a live look now at 10:15 at the rough surf down the shore. the winds there really picking up in atlantic city as we get ready for a coastal storm. and just three minutes from now kathy orr will have a time line of what we can expect and when. >> well, the former star of "jersey shore," mike the situation sorentino is facing federal tax charges tonight. a camera crew crowded around the situation as he left federal court in newark today. sorentino and his brother mark are accused of filing false tax returns on nearly $9 million they've earned. the two both pled not guilty. they are free on a quarter million dollars bail. >> facebook earned more than $5 billion during the first half of this year. chances are you probably didn't see a dime of there money. but how would you like to get paid for your posts? three on your side consumer reporter jim donovan takes a look at a new social media site where you can cash in on your thoughts.

we also respect the work. >> reporter: so until they catch that big break, they're happy just collecting a penny for their thoughts. now, the company's main competitor is a web site called bonzo me which offers a similar service and promises to give 80 percent of its advertising dollars to its members. bubble lieus has 300,000 users and pace out in 50-dollar increments. depending on how viral your post becomes it could be awhile before you get your first check. reporting for three on your side, i'm jim donovan. >> the storms brewing down the shore. you can look at the waves crashing down the shore in atlantic city. our camera shaking a little bit here because of the winds. winds gust to go 30 miles an hour and they'll be picking up overnight as our first coastal storm of the season moves up the eastern seaboard. you're looking live right there on the boards in atlantic city. on storm scan3, we are looking at the rain moving up the from the south, not heavy just yet,

where you see the darker green, even interior south jersey we're seeing some light rain but the heaviest rain off shore lifting inlands toward the north and the west. so, overnight the rain builds, the wind builds as well and temperatures don't budge all that much. they will knock down a few degrees when the rain begins. in philadelphia 66, 62 in allentown, 55 in the poconos and in millville 64 and wildwood. we have some light mist and 66 degrees. future weather shows the rain lifting up from the south during the overnight between about 4:00 a.m. and 9:00 a.m. some of the heaviest rain. by 10:00 a.m. we'll be seeing it slowly lift toward the north. more scattered showers throughout the afternoon but the rain and the mist and the clouds will hang out throughout the entire day and into the evening on thursday. through thursday periods of rain, the heaviest early in the morning for the morning rush. and then we'll be seeing the wind lingering during the day, even though it will be quite windy thursday morning, it will be still windy with gusts 25 to 35 miles an hour into the afternoon.

possibility of poor drainage flooding, reduced visibility during the morning rush in some of those heavier downpours. we do have a coastal flood advisory down the shore through noon tomorrow more that gusty northeasterly wind ahead of the storm and that persistent on shore flow and that will continue once again through the noon hour. now, in the wake of this storm, we'll be seeing high pressure building in for friday. it's transition day. the storm is slow to go so skies will be slow to clear. temperatures will be in the 70's. after that the high builds in and we're talking about the first weekend of fall really feeling more like summer with high temperatures in the 80's. this is the all-star of the seven-day forecast. overnight look for rain, heavy at times, gusty winds, the low temperature in the city 60. down the shore we will bear the brunt of this storm but even inland windy with some heavy rain in the morning, afternoon showers, the high only 66 and even though the rain is gone the wind persists. on the exclusive eyewitness weather seven-day forecast, friday's high 77. saturday look for 81 degrees.

foles took a beating on sunday afternoon. three days after the birds win against washington, the big story is the blind side hit he took from washington nose tackle chris baker. baker levels foles during the play. it sparked a brawl that saw baker jason peters and another player ejected from the game. it was later ruled a clean hit by former eagle and current nfl executive troy benson. chris baker will not be suspended. in the backlash over the announcement, vincent took to twitter explaining further. he wrote want to provide clarity on this ruling. the quarterback cannot be blocked to the head or neck area after change of possession. contact was not to head or neck. he continued if the quarterback is pursuing the play he's considered a potential tackler and can be blocked. foles was moving toward the play and therefore opened to being block. a quarterback can be hit after the play is over. the runner went down the same

time the hit occurred. chip kelly questioned that ruling. he says he'll ask the league to explain. >> everything we've taught and we know is that you can't blind side a player no matter if it's a quarterback or not and there's also a rule from my understanding is that the quarterback on a change of possession is basically a defenseless player, so -- and that's in the past, too, so we'll get it clarified so we don't get put in that situation in the future. >> birds back on the practice field ahead of sunday's trip to san francisco. linebacker michael kendricks did not participate. jason kelce is also out for a number of weeks and lane johnson serves up the last game of his suspension. the birds go to the bay area without a number of key players. five games left. kendrick pitching in miami. got it done on the mound and at the plate. kendrick broke a scoreless tie with a rbi double in the first inning. kendrick gave up just one run in seven innings of work. the phillies added an
